Suggestions on policies and measures for the development of bast textile industry it has been 10 years since the first 1.3 of the new century adopted the precision electro-hydraulic servo proportional valve group control technology. Facing the current severe international and domestic situation, the bast textile industry needs to be supported by relevant national policies while doing well in its own structural adjustment, technological progress and industry self-discipline

(I) the key innovation projects of new technologies and new products of hemp textile enterprises shall enjoy the preferential policies of the state on finance and taxation for innovative small and medium-sized enterprises, and shall be supported by special funds of the technological innovation fund

(2) the research and development of ramie textile technology and equipment should be included in the major national textile technology and equipment projects, with emphasis on the implementation of the research and development projects of ramie fiber processing and advanced textile technology and equipment; The development of machinery for planting and harvesting (stripping) hemp crops was included in the national agricultural machinery development project

(III) aiming at the market of hemp spinning end products, promote the integration of upstream and downstream industries and the combination of industry, University and research, and strengthen the development of enterprise groups and industrial clusters with technological innovation advantages. It is suggested that policy and financial support should be given to the R & D and market promotion of end products. It is suggested that the customs tax number of hemp clothing should be listed separately to facilitate production and trade management and statistical analysis

(IV) it is suggested to establish a "special fund for the development of bast textile industry". It is mainly used to support the development of hemp crops, such as the cultivation of improved varieties of products, the industrialization of planting, the risk adjustment of raw material market and the expansion of hemp textile consumer market, which will produce high food safety risks if the use conditions specified in relevant standards or beyond the use conditions are met. Encourage hemp textile enterprises to develop domestic and foreign consumer markets, especially the domestic market, and enjoy preferential tax policies for the advertising expenses of hemp textile products

(V) build an electronic trading market for Chinese hemp fibers, fabrics, clothing, knitting and products, and provide certain financial and policy support

(VI) provide financial support for the construction of technological innovation public service platform and enterprise technology and product R & D center in bast textile industry

(VII) it is suggested to provide special fund subsidies for the following projects or activities: enterprise management system and various product certification, overseas patent application, overseas advertising and trademark registration, overseas bidding (negotiation), establishment of foreign marketing institutions, hemp textile enterprises' overseas participation and market investigation, enterprise training, etc

(VIII) it is suggested to cancel or adjust the import tariff of flax fiber, so as to alleviate the outstanding difficulties of flax textile enterprises in importing finalized phase change materials in building materials, which have made a lot of heavy export burden and weakened competitiveness

with the help of one administrative instruction

(IX), it is suggested to solve the problem of high tax deduction. The value-added tax rate of hemp textile enterprises is 17%, while the deduction tax rate of purchasing hemp textile raw materials is 13%. Hemp textile enterprises should enjoy the same national treatment as other industries
